When you make ranged attacks on an opponent engaged in melee with your allies, you reduce the attack roll penalty by 4. This eliminates the normal -4 penalty, and reduces the penalty for [[MMElusiveTarget Elusive Target]] (see page 60) to -4.
A second rank ignores the defense bonus for anything less than total cover and the miss chance from anything less than total concealment. It also completely negates the penalty for the [[MMElusiveTarget Elusive Target]] feat.
